Richard has over 20 years of experience in payroll, human resources and information technology, having graduated from McGill University's Faculty of Management in 1973. Mr. Rousseau is the Vice-President, Sales and Industry Relations at D.L.G.L. Ltd., a company specializing in a bilingual, integrated human resources, payroll, time capture and scheduling, and pension system for large organizations.

A member of the CPA since 1989, Mr. Rousseau leads the Provincial Government Relations Advisory Council in Quebec. Previously, Mr. Rousseau sat on the Board of Directors of the Canadian Council of Human Resources Associations for eight years, five of which he was Treasurer, contributing to the development of national standards for the Certified Human Resources Professional (CHRP) designation. On a global level, he was a Board member of the International Association for Human Resources Management. Richard is also the President and co-founder of the Human Resources Management Systems (HRMS) Professionals Association.
